Define the structure of the network
The structure of a network needs to be democratic, bottom up, flexible. The structure needs to be sufficiently dynamic and motivating to harness the energies of members The network needs to decide how the membership and how the leadership is decided upon.
Because of the less hierarchical, trusting and inclusive nature of networks, it is best not to have too many rules when starting a network. The network must be allowed to evolve through an ongoing discussion with the members.
Geographical constraints, limits on membership, governance and financing all need to be considered.
